assigning user access settings

I am currently using Windows Xp Home edition and i am having trouble
assigning user access settings. as only two people use the computer i would
like to have administrator access for both users. However, when i log on as
an administrator
clicked on settings, control panel and user groups it would not open and it
said
"windows can not find C:\Windows\system32\rundll32.exe" Make sure you typed
the name correctly and then try again. To search for a file, click the start
button and then click search.

This also happened when i tried to click on other icons in the control
panel. Any ideas on how i could fix this problem?

Hi thanks for your help
i went to the link and got the information turns out i have a W32.Silly
virus. I am trying to turn off the system restore as an administrator
however, it won;t let me open the properties of My computer to do so. It
produces the same error message as i initially wrote. Do you have any ideas?

Try disabling the "System Restore Service" under Computer Management -
Services. When done, restart your computer. System restore should now be
disabled.

If that doesn't work I belive you can use "wmic" to achieve the same result.
Commands will the be issued from "Command prompt". As I don't remember the
correct command for this we can only hope someone on here might be able to
help you with that.
