Assigning folder permissions on Windows XP (Spanish version)

HI,
i am trying to assign folder permissions to everyone group to a folder in my
Installation directory.
i am using the CACLS.exe available in Windows system32 folder for
administrating Folder permissions.

i am using the following command line parameters to use CACLS.exe to assign
permissions(Full Control) to everyone group.
"D:\Test /E /G Everyone:F"
its working fine in Widows XP (English version) but when i tried to use the
same command on Windows XP(Spanish version) its not assigning permissions.
can anybody figure out the issue.

May I have that KB article in Klingon?
Or do I really have to use

CACLS.EXE /G S-1-1-0:F

to make this work in ANY language?
