"Assign Static IP address" is ghosted

I want to assign VPN users static IP addresses but the option in Active
Directory under the "Dial In" tab is unavailable. Any suggestions?

One of the few items that requires Native Mode.

If you have no NT BDCs switch to native mode.
 
You could manually assign them on the remote computer's TCP/IP settings and
exclude the range from the DHCP server.....
