Arranging desktop icons automatically at login

Is there a way to force the OS to automatically arrange
desktop icons when a user logs on to a system?

We are having a problem with icons being overlaid when a
user logs in. They are almost always icons that are
delivered to the workstation by Novell's Netware
Application Launcher service, but sometimes the icon being
covered is one of the standard Windows desktop shortcuts.

I cannot find a command line equivalent to "Arrange Icons"
which appears on the desktop menu which is brought up by
right-clicking a blank area of the desktop.

You might try the free Activicons utility from
http://www.cursorarts.com/ca_ai.html

I would first use its icon cache function to increase the icon cache
size to at least 2048 on your systems, since this may be the root
cause of the generic icon overlapping the other icons. It also has an
option to arrange the icons on startup. I haven't tried it on a
Netware workstation, so can't comment on that part.
