Arrange Icons has dissapeared...

When I right click my desktop I only see 2 options:
Refresh and Properties, but arrange icons seems to be
missing.

Also, the "new" command is missing. I cannot right click
and create a new file (nor can I got to the file menu in
explorer and do so...

I've tried System Restore, but it didn't help. Any ideas?

You need to have Active Desktop active.
