Arrange icons by name or date modified

Folders and dialogue boxes to open a file used to be
arranged by name but now are arranged by Date Modified.
How do I default the system back to alpha order from Date
Modified order? Tried Folder Options in My Computer and
the setting won't stay. TIA

Have you tried to right click in the background of a
folder listing and select Arrange Icons by -> Name?

Try to access a folder that contain a list of files, if your done. Just click on the Name button this would sort all files. I believe that would answer to your problem.
