Are Windows Vista product keys region encoded?

Can anyone tell me if Windows Vista product keys are region encoded?

I bought Windows Vista Ultimate Upgrade Edition from Amazon (USA) and had it
shipped to a friend in the States and had it sent to me here in the UK.
Amazon will not ship it outside the USA from their Amazon USA site. Also
there is a sticker on the case that says only for distribution in USA and
Canada.

I was wondering if the product key is specific to the country of origin.
Therefore when I register it should I use my friends address in the States
or can I register it at my own in England. My main concern is if I ever have
to re-activate it and call them because it is quite likely that I'll upgrade
hardware in the future.

No its not region coded, I am using a retail copy of Vista Ultimate in
Jamaica W.I. that was purchased in the US with the same sticker about for
distribution only in US and Canada. If you localize it though when you
launch setup and choose your region, you might lose access to certain
features that are available only to US and Canadian customers. For example,
I don't get access to the URGE music service here in the Caribbean.

You don't need to provide your address and personal info when activating.
Just activate it before the 30 days is up and be done with it.
