I'd like to play some old Windows 9x games (C&C for e.g.), but Windows XP
won't allow me.

Are there any good Windows 9x emulators? I've googled, but couldn't find
anything.

VMware, Microsoft Virtual PC are two emulation packages.

Look at Dosbox for just Dos gaming.

Have you tried playing the games in Compatibility Mode? Type Compatibility
Mode phrase in Start/Help and Support, and follow the instructions.
