Archiving in Outlook 2007

I have a user who is using outlook 2007 to access our exchange 2003 server..
When he archives it doesn't seem to work.. It doesn't archive the emails that
are 5 months or older like its suppose to.. when we go to the inbox still see
things from 1 year ago.. whats the deal ?

Also does the archive file have a size limit ?

Are you aware that archiving uses the Date Last Modified?
