Applying Group Policy

I have created a template in the past and applied to to
Win2k pro machines. However, none of the file or registry
permissions are taking effect. I recently added a Win2k
Pro machine to a domain with settings that were to apply
to the workstation, but none of the settings change! Is
there something that will prevent Group Policy from taking
effect? I did a "secedit /refreshpolicy
machine_policy /enforce" and no changes seem to take
effect and nothing is written to the Application event log
as it normally is saying that the security policy has been
updated.

Is DNS setup right for this client? Does the client point to a 2000 DC for
DNS?

Does this client have Userenv errors in the application evenmt log? If so
what are the details of the errors?

Can the client access \\domainname\sysvol\domainame\Policies\(bignumber}
