Applying an Automatic name in the footer?

Is there a way to apply the same footer to each PowerPoint presentation
without the user having to enter the information each time? For example: if
the user opens their powerpoint and wants to start a blank presentation they
are creating, can a footer be applied each time automatically without going
to footers each time? If not, Can I create maybe a generic blank
presentation with the footer with their name aleady in it for them to start
from any time they open PP and where would I store this ppt to be inline with
the other templates?

I think you can able to save as a design template with extension .pot for
each of them and then load everytime you open the powerpoint file.
