Applying A Package

I am trying to apply a package (consisting of an .msi
file) that I have created that changes a HKEY_CurrentUser
registry entry. I have tested that the .msi file runs and
makes the change to the registry. However when it is
applied as an assigned package to all users the .msi file
runs but the registry change is not applied. Any ideas why
this might be?
