Applications not showing when minimized

Not sure what this user did, but when they minimize windows they do not show
up in the task bar. Actually, even when the window is active, it doesn't
show in the task bar. it basically looks as if no applications are open.
Anyone have any thoughts?

One of my users Windows XP machine SP2 is experiencing this same very issue,
however, doesn't have this virus. Does anyone have any other ideas on why
the user can't see the active programs on their task bar?
