Application delay when opening

I have a windows XP user whose programs started to take about 1.5 to 2
minutes to open when double clicking on them. At first it seemed to only be
office applications but it also seems to happen on other applications outside
of any Microsoft programs such as adobe. I have not been able to find out
any articles from Microsoft’s KB and just wanted to run it past you to see if
you have seen this issue before.

I’m pretty sure I have eliminated any spyware or viruses as I have run any
spyware detector that I could get my hands on and all have come up clean as
well as a full system scan from mcafee. The odd thing is when looking at
taskmgr when the delay is occurring the CPU is near 0 and memory usages is
minimal. I noticed an error message about the user’s registry profile was
not being released but installed the user profile hive cleanup service
(UPHCS) which is supposed to fix that issue which it seems to have but the
issue is still not resolved. I thought it was an issues with the user
profile but when I log on with my account (I have never logged into this
machine before), the problem is there for me as well.

An interesting point I noticed this morning, you can right click anywhere on
the desktop and the menu will pop up with no delay. However if you right
click on a word doc on the desktop to say delete or rename then it will have
the delay. You can also open word from the program menu and open a file from
the file menu and browse to the file and it will open without any delay but
if you try to double click on the file it will.
