I would guess a startup entry is causing the problem. Isolate the program
enabling/disabling the startup entries until the offending program is
isolated.
Disconnect from the Internet first then disable all items under the Start-up
tab in the System Configuration Utility (aka msconfig). Reboot computer. Now
re-enable one startup item at a time then reboot until the offending program
is located. When the offending is found, you can remove the program from
Add/Remove Program the re-install the program. Or you can contact the
program's manufacturer for support.
