"Notify_Alert" message

I have two error message windows that seem to pop up
randomly: One reads "Notify_Alert.exe application failed
to initialize properly (0xC0000135)". The other
reads "DA_PASlog.exe application failed to initialize
properly(0xC0000135)". I think they are related to
Messenger, but I can't find any information on these
applications. I have downloaded the latest version of
Messenger, but it didn't help the problem.

If anyone can help I would appreciate it.
