Make sure that the Themes service is started and running:

1. Click Start, Run and type Services.msc
2. Double-click "Themes"
3. Set the Startup type to Automatic
4. Click the "Start" button to start the service

Then, open Display Properties applet, select the Appearance tab. In the
"Windows and Buttons" drop-down list; select "Windows XP Style". Click OK.
