Appearance/Theme problem

I tend to use windows explorer to navigate to files/folders.
In previous versions of windows I have changed the background colour to a
light blue as I find the default white a bit bright and sore on the eyes
after a while.
In Vista I have changed at appearance as in previous versions but the
explorer background stays white :(
In windows mail the folder list (left hand side) is white but the main
window is light blue and the compose window as I write this is light blue as
it should be.
Is there a way to make the background colour global on ALL windows as
previously?

But it is still the same.
I'm not sure if this is a problem with explorer or it's an appearance/theme
problem?
I'm not sure if anyone else uses a coloured background and if so if it's
global to all windows?
