Appearance of tracked changes in Word

When using the 'By Author' setting in Tools Options for tracked changes, how
does Word decide which colour to allocate to which person? I know you can
set specific colours which will over-ride Word's choice, but how does Word
make that choice in the first place?
 
I don't think anyone knows this except the developers. It seems to be
designed to cause the maximum possible confusion.
