AOL attachments being scrubbed off by OE

can anyone out there advise me why my Outlook Express is
not allowing any attachements? I have turned off the
Norton anti-spam, in fact, I turned off Norton completely
to see if would make a difference.

I'm running XP, home version. The OE properties wont
show me it's version.
