Any way to program Function keys in Win XP?

Does anyone know if there's a way to program the Function keys to (say, for
example,)start Excel? I can't find anything on the MS website but I was
hoping someone here might know,.

Look at Winkey. It uses the Windows key for creating keyboard shortcuts
rather than the function keys. Do a Google search.
