Any way to control user access to selected programs?

I have seen many 3rd party programs to control access to a computer or a
program by *time*, but I wondered if besides Active Directory with Group
Policy Management Console as might be deployed in a work place if there is
any way to control individual user access to programs or utilities native to
XP on a single box or home network? Would the only way to do this be via
Active Directory or could this be done by an Administrative account making
the others limited users and doing this some way in Administrative Tools or
Group Policy Editor on a Pro box?

Try my computer,R.click C: drive,properties,Quota tab,in this tab time
use can be modified per user.

You are indeed on the right track.

Making certain files/folders accessible only to certain users is the answer
but there are so many 'combinations' and 'special authorisations that I
can't go into them.

The best general strategy is to try to use 'groups' as much as possible so
that you only have to make a 'group' change/addition and not 50 entries for
each individual.

The help files are present in Administration tools and on the NET but will
take some serious reading.
