any setup.exe file will not run

Since i installed a new dvd writer i can not get any setup.exe file to run in
my research I have found all of the info about the viruses. I've scanned my
system up one side and down the other. I have made registry corrections for
the exe file shell command, I am wondering if there could be some kind of
previious install that is locked in but I can't figure it out

I have done both of those options ...it is not my exe files that are stuck it
is my setup.exe files that are stuck
