Any need for a File Renamer application

Are there are File Renamer application out there?..

Basically looking to select a directory and rename the files based on any
criteria like: all files start with, or rename sequential (like WinXP
supports), ending with...Basically a highly flexible file renamer...

If not, would anyone be interested in me developing one?.
