annoying video error.

I have the weirdest error I have ever seen. I setup an
optical mouse on my system, and all the settings seem to
be in order, but when I try to scroll up or down, the
screen seems to "melt". Any ideas?

Have you updated your anti-virus checker recently? (assuming you have one).
