annoying system 32 problem

Hi,
my brothers computer has developed an annoying problem.
Every time he turns the computer on, windows XP loads up fine, but then
so does the system 32 file!

Whilst I don't think its doing anything harmful, it is annoying.

Any idea how he can get it to stop?
