Annoying problem is back with IE6

I'm having a problem with Internet Explorer 6 sp1. Everything works fine
except one problem. Whenever I click a link that opens a new IE window, the
windows opens but remains blank. If I can get to the stop and refresh
buttons, this gets the page to load ok. Links that open in the same window
work fine.
I've recently installed service pack 2 but don't think this is the problem.
I've had the problem before, long before service pack 2 was available.
Unfortunatley, I cant remember what I did to fix it.
Checked all the security settings, tried resetting to the defaults and so
on, made no difference.
Can anyone suggest anything else I could check?

Thanks for the help.

Turns out this fixed the problem: "regsvr32 Actxprxy.dll" in start/run. Some
registry setting not right I guess.
