Annoying popup tooltip windows on Quick Launch and System Tray...

How can I get rid of these annoying tooltip bubbles on the Quick Launch and
System Tray? I have tried to research but I guess just not deep enough yet.

Quick Launch nor Taskbar, but the Notification Tray, yes.

Windows Explorer/Tools/Folder Options/View/Advanced/Uncheck Popup

Disable Balloon Tips or Disable All (Row 11)

right clicking on the file and selecting Edit.
