Callouts is a desktop publishing term as I recall from my
old days with one of those software products whose name
escapes me. I have never heard the term callouts as
applied to Front Page. So there is no way to anchor them
per se.
You could however create a graphic of what you are
pointing to as well as the callout. You would use a
graphics program such as Photoshop Elements to create the
graphic. Save it as either a jpg or gif file from within
that program. You would then import the graphic into your
Front Page web and then place it on your page.
