An even worse freezing problem

I am having the same freezing problem as everyone else, but I cannot go to tools, internet options because it says it has been blocked by the system administrator. It is my personal home computer and I would think that I am the system admin., but I don't ever remember doing anything special to give myself the title? and it seems I have been in there before? How do I get in there to fix the problem? I am running XP

All help greatly appreciated

When I go to 'Tools' 'Internet Options' I get the following error:
This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator.

If you have SpyBot S & D installed, go to SpyBot - Search and Destroy
Immunize, and UNcheck the "Lock IE Control Panel..." box.


If you have troubles with your browser not having all the controls in the
expected
places download and run this .reg file.
