Amazing 40% rule

Hello All,

I have recently come across a statement called " The Amazing 40% rule" in
excel, tried to search in google, but got no information on this yet...

Can anyone help me to understand this? May be a link to the site where its
explained in detail?

Havent heard of the rule before but did find (2) sites mentioning it:

If you set the zoom below 40% you can see the named ranges on a
worksheet. Maybe that's amazing.
 
Thanks Debra, I thought so, its less than 39%....

but do you have any idea why is this strange thing happenning??
 
I'm not Debra, but it's a feature in excel to make your life easier.
