Am I in suspend mode?

I have an Asus P4P800E Deluxe motherboard. I have suspend disabled in
bios and in windows XP. When I shut down windows XP normally, my
computer turns off but my microsoft mouse has a red light on the end
that stays lit and I can power on by pressing the space key on my
keyboard as I set up in the bios.

However, if I am in Windows XP and hold the case's front power switch
in for 4 seconds (or shut down windows XP normally, let the cpmputer
power down, and then turn the power supply switch off on the back of
the computer but then turn it back on) the light on the mouse goes out
and I can no longer turn on the computer by pressing the space key on
the computer. I have to use the case's front power switch.

I have experimented with the suspend modes S1 and S3 and with either
one, moving the mouse brings me back to my desktop, as opposed to a
complete reboot, so I don't think I am in a suspend mode when doing
as described in my first paragraph above, but there certainly seems
to be two modes of being powered down.

Shutting down windows correctly always puts me in the mode where the
mouse light is lit and I can power up with the space key but there are
times I would like to be completely powered down for when I won't be
using the computer for a while. I don't want to just be pressing thr
case's front power switch in the middle of my windows session and
perhaps losing data, but don't want to have to reach behind the
computer to have to turn off the power supply either. Is their a
correct way to power off completely while shutting down windows
completely? I am confused by these two modes of power off.

mouse always 'flickers'
do you have 'wake on' anything enabled in the bios?
power switch set to 'soft off' in windows power management?

No you're not in suspend mode - even when not in suspend, the motherboard
stays powered - as can be indicated by any LED's on the mobo, typically
memory LED. This is so the motherboard can power up if there is LAN
activity, or any other wake-up call if you choose to use the facility. The
mouse stays powered because the PS/2 and USB are powered - again in case you
want to use the wake-up by keyboard feature (my own keyboard has sleep,
wake, and power buttons). If the mobo cut power to these peripherals when
you turned the PC off the wake features could'nt work. So the red light on
the mouse is quite normal - and the only way to stop this behaviour is, as
you said, to turn of the power at the PSU or mains supply. Don't know why
you sometimes want it powered of completely anyway?
The two standby modes are quite different - S1 saves the PC state to the
hard disk, usually called hibernate, and when you wake the PC the data is
loaded back into memory so you can resume work. S3 saves everything to RAM
and the RAM stays active until you wake the PC - S3 is the quickest option
and is best if everything works OK (occasionaly some devices or their
drivers don't work properly with S3)
