Always restart in Safe Mode

This xp when boot up always goes to Safe mode and what ever option I choose,
before XP can finished loading, it will restart and goes back to Safe mode.

Its the same when I boot to Advance Boot Menu>Safe mode and it will restart
before XPX can finish loading and goes to Safe mode.

When the problem happen initially, Ican see there is a blue screen of death
which it disappeared to fast to read the message

I have done in Recovery console do chkdsk /r and it does not help. I ahve
alsodone fixboot, the same senario exist.

Any idea whats wrong with this desktop? Thanks

Is WinXP SP3 installed and did this only start happening after you installed
SP3?
 
Only sp2 and and after scanning found many 'nots' so decided to do a
re-installation of the OS. Many thanks for your guidance/reference
