Alternates for pdf Document Management?

I'm a retired businessman who's fairly computer literate... for his old age.
I read a lot of news on the web clipped by Google News as well as hundreds
of articles curned up from direct research. I run into a fair amount of pdf
files which - in the beginning - weren't much of a headache because all I
did was read then. Then I discovered the Diigo service. Great help. But
sometimes that's not good enough.

For example, I want to read, highlight, notate, and send portions of the
recent Irag Study ...

Isn't ther some way to accomodate these simple needs within the Microsoft
Office 2003 suite I'm using? Must I buy the expensive Acrobate Pro 8 to get
this done?
 
MS Office isn't designed for document management.

There are plenty of applications that are, from freeware to expensive. Hard
to answer your question beyond that given your very bare specification.
Google 'document management' and see what you get. Some people swear by
Yahoo Desktop Search (which is free).

Microsoft products don't work worth beans with PDFs. Acrobat lets you do all
that, assuming the document is not locked with a password.
