alt text message timeout?

Is there any way to make the exact same type of 'floating' dialog box
that you can control the timeout on or set to close onmouseout?

"Exact", no. But you could display a layer with a black
border, and yellow background, and whatever text you want.

Of course, then you would have to script the layer's
position, the onmouseover event, the onmouse event, and a
timer. Seems like a lot of work for a tool tip.
