Already have excel installed, but it keeps trying to re-install

I have Excel 2003 already but recently everytime I click on it a screen pops
up saying "Preparing to install..." so then I go and search for excel, click
on it and it opens, so I made it a shortcut and later when I went back to it,
once again it said the same thing. It even doesn't work when I click on saved
excel sheets, it won't open them, it will just try to "install" it again. Its
getting quite annoying
 
Try starting Excel while logged in under the Admistrator account or an
account with Admin privileges.
