Already active

So, I turn on my laptop which is running XP home, it say si need to activate
windows, I click yes it tells me Windows is already active click OK to exit,
so I click OK to exit and I'm back to the log in screen to do it all over
again... I'm in an activation loop. I called MS they said either pay them
$35. or come online. The online help people need numbers I have to get out of
windows, which I can't access... Help me please!!

You should be able to boot your Windows XP into Safe Mode.

To do this turn the computer on and start tapping the F8 key just as
soon as the first information of any kind shows on the screen. Keep
tapping rapidly until the Windows XP Startup menu appears and then
choose "Safe Mode with Command Prompt" from the menu.

When the computer has finished booting enter the following two
commands to repair the registry entries used by the .DLL activation
files:

regsvr32.exe regwizc.dll

regsvr32.exe licdll.dll
