Allowing others to create a distribution list for you

I have the authority to enter and edit my boss's contacts.

However, he has asked me to create a distribution list for him using the
stack of business cards he gave me. These contacts have already been entered
in his Contacts list. I just need to create a distribution list.

It won't let me.

How can I create a distribution list for him?

Define "it won't let me." Why doesn't New>Distribution List work?
