allow email from people in contact list only?

Does Outlook 2002 have a setting that would allow email from people in
contact list. only?
 
Yes, it takes two Rules Wizard rules:

1) Conditions: None
Action: Stop Processing More Rules
Exception: except if sender is in specified address book

2) Conditions: None
Action: Move to junk mail folder
Exception: none
