allow cc & bc in distribution lists

I would like to be able to set up my distribution list using the TO, CC and
BC to group the recipients in an email.

A distribution list is the equivalent of a single address. It's all or
nothing. You can't split a single address across the To, Cc, and Bcc
fields. Likewise, you can't split a DL across the fields. Your mest bet is
to create DLs for each or to not use DLs at all and assign categories to
your contacts and then include those contacts with the category you choose
in the appropriate field.
