Allow acces to one file

I need to run a typing program that requires a driver file
written to c:\windows each time it's run. Can I allow that
file to be written when the client login is set to "user"?

Yes you can, but whether you should want to do
what you would need for this is another thing.

What is it that the program requires ? The ability
to create a new file at c:\windows ? Or just the
ability to modify an existing files there ? Or is it
something else ?
