all vista services are disabled

When I log on to Vista Basic I cannot perform any services. I checked that
program and found nearly all of them have not started and are disabled. How
can I restore them to enabled and automatic? I cannot do a system restore
either. There is just no response.

Can anyone please help?

Press WinKey+R. Type msconfig. Press Enter. On General tab tick Normal
Startup. Click OK. Restart.
