All Users Programs Missing from Start Menu

Today the programs listed in All Users/Start Menu/Programs do not
appear on the start menu although they are visible using explorer.
(The programs under my user name do appear on the start menu.) Also I
cannot right click on the taskbar. Any ideas as to what has happened?

I discovered that this was caused because our systems administrator
had cancelled most of my security settings.
