all same page numbers on the Table of Contents after opening

When the MS Word document file was opened from the email directly without
saving first, the Table of Contents' page numbers were shown all the same
number '1'.
But if it was opened after saving first, the TOC's page numbers were
generated correctly. After I sent the file to my managers, they complained
that I didn't make the TOC correctly, so everytime I have to put the comment
'Please save this file first before opening.' when I attach and send the Word
file with TOC.
How can I solove this trouble?
Thank you.

This problem, as I understand it, results from opening in Reading Layout
view. But if you can't get them to save the document before opening it, you
probably can't get them to disable Reading Layout view, either. F9 to update
the TOC after opening and switching to another view will correct it, but you
probably can't get them to do that, either. <g>
