"All Programs" only lists a few of them

Windows XP with SP1 & SP2.....I fired up the computer yesterday and noticed
several programs were missing. They don't appear in "all programs" and they
aren't around when I use Windows Explorer. But they're there. When I tried
to re-install one of the missing programs, the installation CD started by
saying "Your software is installed properly" and it was; I was able to
access it through the CD. What's happening here????
