All Programs Menu can't be reorganized.

I am running Windows XP with all updates through SP2 installed. At one time
I was able to right click a program on the menu and get a submenu, or click
and drag a program to a position that I wanted it to appear in the programs
list. Recently I've noticed I cannot do either of those things any longer on
this machine. I can still do it on my other two machines. Both of those
machines are running the same software and are at the same update level.
Something's gotten broke! How do I fix it please?

Hi,

Having Spysweeper installed causes some right click issues. Generally, for
this area:

Right click the Start button, select Properties, Customize. Scroll through
the options on the Advanced tab and put the check mark back in Enable
dragging and dropping.
