All programs list

Please tell me where I "admin" can control what programs are listed on the
start/all programs list for another "non admin" account. I want to keep a
child out of 98% of the computer.

Set your system to View system and hidden files. (Folder Options in Control
Panel.) By default the child will not see those. Then rightclick the icons
that show in the child's start menu, then Properties, and set those
shortcuts to hidden.
