Photo camera properties/events/actions grayed out for a user

When one of my users (non Admin) in WinXP/SP2 connects a camera, the window
pops up with a selection of programs to use but the "always use this program"
checkbox is grayed out.
Also in the My Computer/Camera Properties/Events/ the "Actions" part is
grayed out.

Everything works fine in my user account (Admin).

How can I get the grayed out areas to activate for the user?
