All Programs is always (Empty) even though explore shows the links

Have recently found that All Programs has stopped working.
start up\program is OK in "all users" and "my user name" in Documents and
Settings - with all links and folders intact.
Righ click on Programs (classic view) and Open or Explore both work and show
stuff
Have searched the Internet for an answer and been pointed to a few registry
entries which have not helped.
This is driving me crazy - please help.

XP Pro - SP1 -

Hi Daniel,

Thanks, but have already tried everything on this page - it made no
difference.
The shell folders in the registry will automatically change if I rename the
programs or start menu folders in docs & settings, so there is nothing wrong
with the shel folder settings as far as I can see.

Also tried regsvr32 /i shell32.dll but no effect either -

Go to http://windowsxp.mvps.org/usershellfolders.htm to verify if shell folder paths are correct.

If they are correct check with the Set command if USERPROFILE and ALLUSERSPROFILE environment variables point to C:\Documents and Settings\User and C:\Documents and Settings\All Users, respectively.

Did you restart the computer after executing Regsvr /i shell32.dll command?

Additionally, restoring the system back to a date before the problem happened could be helpful.

Hi Daniel,

Checked out the registry is all ok - had a few more than the ones listed.
I even cut and pasted every path into explorer to make sure the path existed
- all ok

I did reboot after trying Regsvr /i shell32.dll - no effect

This problem is also apparent if I log into machine as another user.

Sorry I can't do system restore as I have it turned off - tried it in the
past and completely screwed up my system and had to re-install everything.
