all programs I try to download stop at 99%. why?

After installing internet explorer8.0 my computer went wonky. I couldn't get
online. Comcast assured me my modem was up and running 100%. They told me it
was IE. So I uninstalled a bunch of programs I wasn't using, I ran the disk
cleanup, etc. I then uninstalled the last update that was on my list.
Nothing. SO I called comcast again and some very nice woman walked me
athrough a bunch of stuff and I got back on the internet. here's my NEW
problem. Everything is gone from the top of my homepage (comcast.net). Of
course the google toolbar is gone because I installed it. But in my address
bar everything is grey except a few words. It also doesn't drop down so I can
see the sites I went to all day. SO I try to install google toolbar and it
goes real quick until I get to 99%. Then it says 1 second remaining and
that's it. I tried to install AVG and got the same thing. Tried to install
rapport so I could go on my stock trading page..same thing happens for all of
them. I went to tools, internet options, security...made sure all the right
things were enabled. I've restarted, rebooted, etc etc. I want to install
firefor because I'm starting to think internet explorer is crap but of
course, you guessed it, that will only go to 99% and stop. Can someone please
help? Thank you in advance!

Why not uninstall IE8 and then reinstall it.

If that doesn't work then just uninstall IE8 and
use the previous version.

protection?

I was running it with full mcafee that comcast provides for free. I also had
rapport for seibert and ebay/paypal. I uninstalled them thinking that was
what was giving me problems. So since I found out that wasn't the problem I
am trying to re-install those programs but they only go to 99% and won't
fully load or install. So I guess the anser is NO. I have no protection right
now except windows firewall. I tried putting firewall on ON and OFF and still
can't get past the 99% and install anything.

If I uninstall IE* I'm afraid I won't be able to reinstall in since I can't
download anything all the way.

Have a look in the System and Application logs in Event Viewer for
Errors and Warnings and post copies here. Don't post any more than 48
hours ago.

You can access Event Viewer by selecting Start, Control Panel,
Administrative Tools, and Event Viewer.

A tip for posting copies of Error Reports! Run Event Viewer and double
click on the error you want to copy. In the window, which appears is a
button resembling two pages. Click the button and close Event
Viewer.Now start your message (email) and do a paste into the body of
the message. Make sure this is the first paste after exiting from
Event Viewer.
